摘　　要：阻碍我国水泥工业结构调整,走可持续发展的瓶颈主要来自两个方面。在政策方面,政府所制定的 一些有关政策、法律、法规、标准以及企业机制等不能推进产业结构优化升级;在技术方面,要提高新型干 法水泥工艺的装备水平,必须解决装备的大型化、节能化和智能化。Restrictive factors, which hinder domestic cement industry from structural adjusting and sustainable developing, come from two aspects. In policy aspect, relative policies, laws, regulations, standards as well as the running mechanism of enterprises can not promote upgrading the industry structure. In technical aspect, the problems of cement equipment becoming large-sized, energy-saving and intellectualized must be solved for rising installation level of cement plant with precalcining processes.
