摘　　要：全球经济一体化带来宏观经济调控的国际化。作为世界贸易组织的一员,中国政府应更好地利用世贸规则,熟悉WTO规则的实际运作。在WTO争端解决机构受理的美日胶卷进口案中,日本政府通过行政指导行为引导日本企业在国际经济贸易中取得优势地位。从比较行政法视角对DSB案例进行行政法解读,借鉴日本之经验,可以构建入世背景下我国行政指导制度的完善体系。In the film-importing case between America and Japan, Japanese government, through administrative guidance action,instructed Japanese enterprise to obtain dominant position in international trade. This paper tries to analyze the typical DSB cases from the viewpoint of comparative administrative law,using the experiences of Japan for reference, so as to construct an integrated system of our country's administrative guidance in the context of entry into WTO.
