摘　　要：技术创新是企业生命力的源泉。对于以使用信息技术为主的电信业更应致力于技术创新。本文从技术创新激励的角度分析了影响我国电信运营业技术创新开展的制度安排,在此基础上提出了企业内部制度改进的对策。Technological innovation is the source of the vitality of enterprises, especially in telecommunication enterprises with information technology as their core. In this thesis, from the angle of actuating technological innovation actuating, the authors analyze the institutional arrangement which influences technological innovation in telecommunication enterprises. Based on the above analysis, the strategies of system of reform in the internal enterprise are given.
