摘　　要：通过对公路网规划方案评价指标体系总体分析 ,运用层次分析法 (AHP)实现对评价指标的选取 ,运用模糊统计方法确定非定量指标的隶属度 ,而对于定量评价指标隶属度值 ,则按效益型指标和成本型指标分别加以确定 ,运用频数统计法确定评价指标的权重 。Based on the analysis of the plan scheme assessment index system for Highway network planning,the selection of assessment index is realized using AHP The membership grade of non-quantitative index is determined using statis tical method of Fuzzy The benefit index and the cost index are applied to define the membership grade of quantitative index,and the statistical method of frequency to determine the contribution of the assessment index The Two-level Fuzzy Model for plan assessment in highway network planning is therefore developed
