摘　　要：文章以"东阳卖水 义乌买水"这起全国首例水权交易的案例说明,必须清晰地界定自然资源的产权,同时减少有关自然资源交易过程中的费用,以尽快建立自然资源市场体系,发挥市场在配置自然资源方面的基础性作用。By intrducing the case of the exchange of water property between Dongyang and Yiwu, which was the first took place in China.This article pointed out that the property rights of the natural resources should be definized clearly, and in the meantime,transaction cost during the course of exchanges of the natural resourses should be minimized,and the market system of natural resources should be established as soon as possible,and market would do fundamental effect on allocation of resources.
