摘　　要：制度安排在很大程度上决定着经济增长条件进而决定经济增长，经济增长速度与质量影响其增长条件进而能动地作用于制度安排。作者在论述有关政府制度安排与经济增长理论的基础上，剖析西部经济落后的表征与经济增长缓慢的根源，研究西部经济增长的保障，指出需要增大政府制度供给，为西部经济增长构造一个快速、稳定演进的平台。Institutional arrangements determine the conditions of economic growth and then affect economic growth,while the speed and quality of economic growth plays a great role in forming the conditions of economic growth and the cluster of institutional arrangements. This dissertation, based on the theoretical discussion of relation between supply of governmental institutions and economic growth, analyses the features of West-China's backward economy and the key factors leading to the slow economic growth, makes a study of the safeguard of West-China's economic growth, and points out it is necessary that the governments should enhance the institutional supply to construct a platform for West-China's economy to develop fast and stably.
