加拿大多支柱养老保障制度对我国农村养老体系创新的启示

摘　　要：加拿大是全世界社会保障制度最完备的国家之一,已经形成了一套多支柱的养老保障制度,使老有所养建立在了一个坚实的基础上。近年来,我国农村人口老龄化正以高于世界平均水平的速度前进,农村老年人口的养老问题日益受到社会各界的关注。我国农村养老保障制度可以借鉴加拿大的成功经验,形成以缴费型基本养老保险制度为主体的多支柱养老保障体系和多元化的社保基金投资渠道。Canada, one of the nations with the soundest social security systems, has established a multi-pillared old-age security system which provides the old with strong support. In recent years, owing to an old-ageing pace is faster than the average pace of the world, the issue of Chinese old-age pension in rural areas has drawn people's attention from all walks of life. To establish and perfect Chinese rural pension system, we need to learn Canadian successful experience of basic pension insurance contribution system which supported by the multi-pillar pension system and the social security fund diversified investment channels.
