摘　　要：随着《社会保险法》出台,参保人数和参保规模急剧扩张,社会保险经办有关问题日渐突出。社会保险业务经办机构与人员不堪重负,经办机构和人员扩张速度远远小于经办规模扩张速度;社会保险费的征收由于历史原因逐渐形成了世界上唯一的由"劳动保障部门"和"税务部门"共同征收的"双元制"征收格局,加大了征缴成本,降低了征收和管理效率;随着老龄化加剧,社保基金入不敷出,"个人账户"空账问题凸显;社保经办信息化经过多年建设仍显滞后,社保经办"信息孤岛效应"仍然存在。深入研究这些问题存在的根源,探索问题的对策,对于促进我国社保经办的健康发展具有重要意义。With the introduction of 'social insurance law', the number of insurance and the insurance scale rapid expansion, orgnaization of social insurance related issues have become increasingly prominent. Social insurance agencies and personnel overwhelmed, agencies and personnel expansion rate is far less than the handling speed of scale expansion; the collection of social insurance premiums as a result of the historical reason and gradually formed the world's only common collected by 'labor and social security department' and 'tax department' of the 'dual system' a pattern, increase the cost of collection, reducing the tax collection and management efficiency; with the aging intensifies, the social security fund run behind one's expenses, 'highlights the individual account' empty account problem; social security information after years of construction is still lagging behind, social security 'information island effect' still exists. Further research on the root causes of these problems, explore the countermeasure of the problem, which has important signifi cance to promote the healthy development of China's social security agency.
