关于城镇弱势人群医疗保障问题的探讨

摘　　要：随着我国市场经济的进一步发展、产业结构调整和社会结构急剧转型 ,社会弱势人群及其保障问题日益突现。解决弱势人群医疗保障问题迫在眉捷 ,并有着重要的法律、政治、经济意义 ,符合改善社会公平、提高效率原则。解决的思路应放在职工基本医疗保险制度与医药卫生体制改革的大背景下 ,考虑以基本医疗保险作为主体框架 ,构建包括多种医疗救助形式的多层次医疗保障体系 ,建立稳定、多元化的筹资机制及可持续发展机制。根据以上思路 ,本文提出了一些相应的对策。With the development of market economy, and the adjustment of industrial structure and the sharp transformation of social structure in China, the social security for weak population is becoming increasingly serious issue. It is urgent to resolve the problem and there is significance of law, politic and economy, which would improve the social equity and efficiency. The ideas resolving the problem are under the background of the reform of the basic medical insurance system and the medical and pharmaceutical system, to establish multi-level medical insurance system with multi-form medical relief and to establish a stable and multi-channel financing mechanism and a sustainable development mechanism, which the basic medical insurance is regarded as main frame. Based on the ideas mentioned above, some suggestions are given in this paper.
