摘　　要：农地使用制度改革是我国农村土地制度改革的核心,长期以来党和政府一直非常重视。地方政府结合各自实际情况,出台了相应的政策以指导和明确农地使用制度的改革,但从实施的情况看,还仍然存在不少的问题。为此,本文分析了农村住房宅基地使用、农村承包经营权流转及农村集体建设用地流转制度创新发展的趋势,并指出了在改革发展中需要解决的问题。The reform on the farm land use system is the core of the reform on China’ s rural land system.The Party and Government has always been a high value on it.The local governments introduce the corresponding policies to guide and make it clear according to their respective actual situation.However from the real implementation, there are still some problems.Thus, the author analyses the innovation and development trend on the system of rural homestead land using, land contracting right circulation and collective constructive land circulation and points out the problems which need to be solved in the reform and development.
