基于灰色关联的滇桂黔石漠化连片特困区旅游扶贫绩效评价

摘　　要：连片特困区是我国扶贫开发的主战场,旅游扶贫则是该地区的乐于采用的扶贫手段。本文针对绩效评价赋权方法的不足,将环比评分法和标准离差法相结合得到组合权重,并将权重应用到灰色关联分析中得到新的综合评价模型。选取滇桂黔石漠化连片特困区的四个国家贫困县作为案例地,进行实证分析。构建包括经济、社会、政治、生态、文化五个方面作为一级指标的评价体系,其下包含20个二级指标。评价结果显示:1.以景区带动为主的旅游扶贫模式的旅游扶贫的综合绩效最优;2.政府主导下的旅游扶贫的直接效果(脱贫人口)最优;3.旅游扶贫过程中存在'旅游飞地'现象,并提出三个建议:(1)政府充分发挥主导作用;(2)提高居民综合能力;(3)开展滇桂黔旅游开发的合作,实现全域旅游。Contiguous poverty-stricken areas are the main focus of China’s poverty alleviation projects. Pro-poor tourism( PPT) is one of the main methods in alleviating poverty in these areas. In light of the shortcomings of the performance evaluation method of empowerment,sequential evaluation method and standard deviation method are used to get combination weights,which are applied in a new comprehensive evaluation model of grey correlation analysis. This author selected rocky destitute zones of four national poverty-stricken counties in Yunnan,Guangxi and Guizhou as cases to conduct empirical analysis. After that,the author constructs an evaluation system based on five first-level indexes,namely,economic,social,political,ecological and cultural indexes together with 20 level two indexes. Evaluation results show that: 1. The comprehensive performance of PPT by scenic area development is the best choice. 2 The direct outcome of PPT under government leadership is the most desirable. 3.The phenomenon of " fleeting tourism " can be avoided by guaranteeing government ’s leading role,improving residents’ comprehensive qualities and developing all-round tourism by promoting collaborative projects among Guangxi,Yunnan and Guizhou.
