摘　　要：为确保西部科技进步 ,促进经济振兴 ,当前应尽快为西部科技立法。立法应着力解决西部科技开发中资金短缺、人才不足、人才流失等问题 ,明确科技开发重点 ,促进科技成果转化和科技意识培养 。Attempts must be made to legislate for western science and technology in order to ensure the scientific and technological progress and economic set_up.Legislation should be enacted to solve the problems such as shortage of funds and talents,the drainage of telents,and to make definite the key exploitations in science and technology so as to promote its achievement conversion and cultivate the sense of science and technology,which is designed to provide the legality for its great_leap development and a smooth exploitation.
