摘　　要：以气象探测、信息网络、分析预测、信息服务四大功能块为主的基本气象业务系统经多年的建设已初具规模。而完善“分析预测”功能,做好准确的预测预报是一项长期而艰苦的工作。以数值预报为基础,以质量评定结果为依据,建立起科学合理的预报业务流程,并在业务实践中不断发现问题、解决问题,使其日臻完善是提高天气预报准确率的重要一环。The basal weather operation system has been made basically for many years,which contain four function modules of meteorological survey,information net,analysis forecast and information service.However,it is a long-term and difficult work to consummate the function of analysis forecast and forecast exactly.Based on numerical forecast and the merit result,establishing scientific and reasonable forecast operation flow is the important link for enhance weather forecast accurate ratio,also continually find and solve the problem appeared in the operation practice.
