资源城市的城市老化问题与产业决策建议

摘　　要：资源城市老化问题的根源在于人类对发展这一概念认识的局限性和政府决策指导的历史局限性 ;解决和防范城市老化问题的对策就是及时进行产业结构调整 ,加快发展接续产业和替代产业。发展接续产业和替代产业要立足于现实 ,实事求是 ,要加强政府的引导和调控 ,要改造传统产业 ,建立大企业集团 。The ageing of resources cities is traced to limitation of human development concept and to historical limitation of decision's instruction of government.The countermeasures for solving and preventing the problem of city ageing lie in implementing adjustment of industrial structure timely and speeding up development of sustainable industry and substitute industry.In order to develop the sustainable and substitude industries.we should insist on realistical foundation and seek truth from facts,strengthen government's guidance and macro control,improve traditional industry and establish large scale groups of enterprises,and give priority ot develop industry with high and new technology.
