摘 要:随着西方人力资本理论的兴起和传播,人们开始重视人力资本在经济增长中的作用,各国政府都加大了对人力资本的投资,但是历史和现实说明人力资本对于经济增长的实际作用,不仅取决于其质量的高低和数量的多少,还取决于相应制度的激励和影响。加强对人力资本投资和利用的制度研究,改变当前我国存在的人口众多与低素质严重并存、人力资源丰富与人力资本短缺并存、人才匮乏与人才浪费并存等现象,促进人力资本投资和有效使用的制度建设,具有特殊的理论意义和实践意义。With the arise and spread of western human capital theory, much attention has been drawn to the role of human capital contributing to economical growth. Government in each country has increased the investment to human capital. Whereas, both history of application and reality have proved that practical impact of human capital on economical growth and development have been decided not only by its quantity, but also by the impact and motivation of its institution. Therefore, the study of institution affecting human capital and application has born much value both theoretically and practically to improve our country's poor condition of lower intelligent qualification in contrast to large population, defiant human capital in contrast to large amount of human resource and abnormally phenomenon of shortage of talent in contrast to waste of talent so as to promote the investment of human capital and establishment of institution.
