摘　　要：加快建立现代化防汛通信信息系统 ,结合已形成的有、无线专网 ,运用当今先进的传输技术 ,建立宽带网 ,达到语音、数据、图像一体化传输 。This paper presents the fresh mind for engineering program design of establishing broadband net to communicate phoneme ,data and image at the same time which rapidly develop communication system for flood control using advanced transmission technology and combining with cable and radio technology.
