江苏区域共同发展的战略构想

摘　　要：江苏区域共同发展的目标是到 2 0 1 0年实现全面小康 ,2 0 2 0年基本实现现代化。苏南、苏中、苏北分别于 2 0 1 0年、 2 0 1 5年、 2 0 2 0年基本实现现代化。江苏区域共同发展理论模式应选择梯度推移和中心辐射的发展战略。实现这一目标可分三步走 :从现在起到 2 0 1 0年 ,是承认差距 ,让发达地区加速发展的时期 ;从 2 0 1 0～ 2 0 1 5年 ,是内外并举 ,全省各地区都保持高速增长的时期。从 2 0 1 5～ 2 0 2 0年 ,是持续、高速、协调发展时期 。The aim of the coordinated development of Jiangsu Regions is to achieve the overall well\|off by 2010 and the general modernization by 2020.The southern,central and northern regions of Jiangsu are expected to attain the second goal respectively by 2010,2015 and 2020.The coordinated development of Jiangsu Regions should opt for the strategic pattern of gradual progress and centrifugal radiation.Three steps are required to achieve modernization:now-2010,acknowledge the gap,and accelerate the development of advanced regions;2010-2015,maintain the high\|speed development across Jiangsu with equal importance attached to the internal advance of every region and to the creation of positive environment;2015-2020,keep up the sustained,top\|speed and coordinated development and gain overall modernization of the whole province.
