摘　　要：公用企业在我国的经济生活中处于十分重要的地位 ,但由于长期的政企不分 ,行业垄断严重 ,公用企业滥用市场优势地位现象普遍 ,引起了政府的高度重视和人们的普遍关注。公用企业的改革将是我国下一阶段国有企业改革的重点与难点。本文从探讨公用企业的法律特征入手 ,分析了我国公用企业滥用市场优势地位的表现及存在的原因 。This article focues on regulating the act of abusing dominant position of public utility. Public utility plays an important role in economy, but our state-owned enterprises are not separated from politics , public utility is severely monopoized, so abusing dominant position is a common phenomenon. Now the government and the public all concern about the issue. Reform of public utility will be very important and very difficult problem of state-owned enterprise's second reform. This article studies legal characters of public utility, analyses forms and causes of abusing dominant position of public utility and gives some suggestions of legislation and policy on regulating public utility's abusing dominant position.
