摘　　要：环境和发展是当前人类面临的两大问题。现代林业承担着生态建设优化环境和促进发展的历史使命,政策扶持、资金保障林业健康、稳定、持续发展更显弥足重要,总结历史生产实践、依据《森林法》的规定、借鉴发达国家的可取经验,迫切需要建立并完善林业基金制度。文中在阐明建立林业基金制度意义的基础上,构想林业基金的多方面来源,并就完善林业基金的管理与使用方式办法提出设想以供参考。Environment and development are two issues confronting the human beings. Modem forest industry is burdened with the historical mission to construct ecology to beautify the environment and promote economic development. So it is important to ensure healthy, stable and sustainable development of the forestry with supporting polices and abundant capital. Summing up the historical experiences, according to the law of forest, referring to the experiences of developed counties, it is very urgent to establish and perfect the forest fund system. In this essay, based on expounding the significance of the establishment, the multi - aspect sources of forest fund are proposed, and the patterns and means to perfect the forest fund's management and application are put forward to referring.
