摘　　要：通过实证讨论,提出水资源规划在空间、时间和维数上均存在“尺度效应”问题,这种“尺度效应”随着水资源开发利用程度的提高而越来越明显。“尺度效应”既反映出水资源系统的复杂性,也提示现代水资源规划必须坚持系统分析的方法,全面考虑水资源可持续利用。Through demonstration argumentation,it is brought forward that the″scale effect″exists in water resources planning on the aspects of space,time and dimension,and this″scale effect″is more and more obvious with the enhancement of water resources development and utilization.The″scale effect″not only reflects the complexity of water resources system,but also reveals that modern water resources planning must persist in systemic analysis method and comprehensively consider water resources sustainable utilization.
