国有土地资本运营与复杂性研究

摘　　要：国有土地资本运营是资本运营的一种形式 ,即国有土地使用权作为资产在社会、经济活动中的运作和经营。从复杂性研究的思路出发 ,本文认为 ,国有土地资本运营是一个开放的复杂巨系统 ,对其正确的认识范式必然是系统范式。在物理—事理—人理 (WSR)系统方法论的框架下 ,本文建立了国有土地资本运营的WSR系统管理模式 ,并对典型案例作了分析。State-owned land capital is one of the capital operation forms;namely,it is the operation and management of the state-owned land usufruct as assents in the social economic activities.The co-authors,based on the research of complexity,hold such a view that the systematic paradigm is the only paradigm for people to properly understand the operation of the national land capital as it is a grand open system.In this paper,the methodological frame of Wuli-Shili-Renli (WSR) helps the co-authors establish the WSR system management model about the operation of the state-owned land capital.
