摘　　要：阐述了两个管理体系对于石油企业提高自身竞争能力的作用和意义 ,针对目前一些石油企业在建立ISO 90 0 0质量管理体系和HSE管理体系工作中因两个管理体系并存所带来的问题 ,提出建立一个综合性的QHSE管理体系的观点 ,并对两个体系进行整合的意义、整合的可行性、整合的基本思路等进行了分析和阐述 ,同时还结合工作中总结出的经验 。In view of the problems arising from the co-existence of ISO 9000 quality management system and HSE management system in some oil enterprises,it is suggested to establish an integrated QHSE management system.A discusion is made on the significance,feasibility,and basic ideas of integrating the two management systems.The probloms that should be properly solved in the establishment and operation of QHSE management system are dealt with in the light of the experience drawn form practical work.
