对做好建设项目的可行性研究报告及经济评价的几点认识

摘　　要：长期以来,建设项目前期工作滞后,前期方案深度不够,建设项目“三超”现象严重等一直是困扰投资管理者的问题。随着经济体制的深入,做好投资项目的可行性研究报告和经济评价,实现投资决策的科学化,提高投资效益,成为投资项目各个层次的决策者以及咨询人员所面临的首要问题。文章从以下几方面作了较详细的论述,可供有关人员参考:切实做好建设项目前期工作,不断完善项目评价方法与参数;风险分析应作为可行性研究报告所强调的重点;与投资项目有关各方面的共同努力是编好可行性研究报告的必要条件;正确对待市场与价格的预测;通货膨胀及其影响应予以考虑;清偿能力分析应给予重视;国民经济评价急待规范;技术经济人员应具备一定的素质。For a long term, the construction project work of early stage hysteresis, the scheme depth of early stage is not enough, project '3 exceed' phenomenon serious etc., it is the problem that has puzzled investment management for years. Along with development of economic system, making economic appraisement and the feasibility research report of investment project have been realized. The science of investment decision and raising investment benefit become chief problems of investment project at every level to be faced with. According to this problem, from following few aspects, we have made more detailed exposition, for relevant people reference: Making the construction project working, unceasing perfect project assessment technique and parameter of early stage are the key for risk analysis. It should be emphasized for feasibility research report; to make investment project feasibility research report, efforts of each aspects should pay attention to, forecast of market and price; inflation and its influence should be considered, national economy appraised will be normalized urgently; technical economic people should have certain quality.
