摘　　要：生态环境恶化、水资源危机迫使人类必须建立可持续发展观。流域可持续发展包括经济、社会和环境三大目标,必须运用多目标决策对投资、经济与环境政策进行评价和优化选择。应搞好流域内区际关系的协调,建立生态环境损失补偿机制和效益补偿机制。The worsened ecological environment and the crisis of water resources force the human have to have the sense of sustainable development. The basin sustainable development includes three major objectives of economy, society and environment. It should use multi-objective decision making to evaluate and optimally select policies for investment, e-conomy and environment. It should well coordinate the relationship between regions within the basin and establish mechanisms of compensation for ecological environment loss and benefit compensation.
