高新技术产业开发区的功能定位研究——以南京高新区为例

摘　　要：本文从区域、产业和社会文化三个角度对高新技术产业开发区的功能定位进行研究 ,认为高新区承担着“增长极”的区域功能 ,应该选择符合国家导向并切合当地实际的产业进行发展 ,并注意培育高新区的社会功能以作为高新区持续发展的保障体系。文章以南京高新区为例 ,在对其发展现状的分析以及与几个国家级高新区比较研究的基础上 ,分别从产业、区域和社会三个角度对其进行功能定位 ,并针对实现其功能定位中的关键问题提出相应的建议与措施。High tech park, as a space that combine science and technology and economy, has been greatly noticed by many states and areas. The high tech parks in our country were constructed widely with all kinds of economic zones since the open door policy was adopted This article inquires into the function orientation of high tech park from the view of region, industry, social culture. The authors think that as a specific urban space that is different from a common economic zone, high tech park is the growth pole of the region. In order to guarantee the sustainable development, it also should pay attention to the social function. Then the authors take Nanjing high tech park , one of the 53 state level high tech parks, as an example, hoping to get some beneficial proposals for the construction and management of high tech park. Nanjing high tech park has become a hot point for Nanjings economic growth, but there is still a long way to go. Its innovation ability is not so good as high tech parks in Shenzhen and Beijing, and its ability of invitation of foreign business is also not so good as high tech parks in Shanghai and Suzhou. Facing the second time exploitation and construction, it should still be the high tech industry research and export foundation of the state, research center of electronics & information in Nanjing, and the bioengineering & pharmacy industry foundation of Nanjing. To form an integrated system, it should develop industry that can unite and innovate the tradition industry of Nanjing, increasing the choosing of foreign advanced technology, developing the industrial service. NHPs region orientation is the innovation center of the north part of Yangtze River Delta, growth pole of Nanjing metropolis and the core of urban area of the Rivers north part.
