摘　　要：本文就现有用户铜缆线路存在的难以解决的质量问题以及其对发展ADSL 接入的限制进行了详细的讨论, 指出发展ADSL要防止船大难掉头。用户接入网发展的战略重点应放在能满足未来宽带多媒体需求的宽带接入上,在实现宽带接入的各种技术方案中,光纤接入网是最能适应目前和未来发展的解决方案。This paper discusses the quality problems of existing copper cable circuit. It is difficult to solve the problems, and they have restrictions on the development of ADSL access. It should be avoided that bad old practices die hard on the development of ADSL. The strategy of the development of subscriber access network should be placed on meeting the future need of the people for wideband access of many medium. Fiber access network is the best to suit the development of current and future among technology schemes which are used to achieve wideband access.
