摘　　要：银行业安全网是涉及多个团体职责和义务的合约网。在安全网的结构中,资本管制要求作为一项国际行业管制标准,其潜在功能和作用也正在得到理论研究和监管实践的不断挖掘。审慎资本管制要求的理论内涵及潜在政策效应,审慎管制政策之间的理论关联及相关效应反馈应该成为银行安全网政策设计的关键。The banking security network is the contracted network concerning the duties and obli-gations of many organizations,in the structure of which capital control is required to be an interna-tional trade criterion,whose potential functions and roles have been increasingly explored in theo-retical studies and practice of controlling as well.The key to the banking security network has been the theoretical implication and its potential policy effect of the prudent control requirement,and the theoretical association and the mutual effect feedback of the prudent control policies.
