摘　　要：本文从经济发展理论的角度论述了集聚对区域经济发展的重要意义,并分析了目前我国区域经济发展中制约集聚的自然资源、人力资源、产业结构与产业布局和促进制度等方面的因素。针对这些制约因素,笔者提出了加强环境保护、加大人力资源开发力度、调整产业结构,并进行相应的制度创新等应对措施。In this paper, the importance of agglomeration to regional development is discussed from the viewpoint of development theories. Furthermore, the restrictive factors are analyzed such as nature resources, human resources, industry structure and distribution and the system factors. On the basis of this analysis, the author proposes that nature resource protecting and human resources exploitation should be strengthened and adjustment of industry structure and system innovation are needed in order to accelerate the agglomeration.
