摘　　要：以最大限度地发挥绕城高速公路交通运输枢纽作用为目标,用系统的观点与方法,分析了绕城高速公路交通、运输、配套服务三个方面的相互联系与相互作用,提出了发挥绕城高速公路交通运输枢纽作用的关键是必须把交通、运输与配套服务三者结合起来,同步协调发展的重要观点,并初步提出了影响绕城高速公路潜能充分发挥若干问题的解决方案。In the purpose of maximizing the effect in traffic and transport hub of express highway circling city, the paper analyzes relations among three aspects of express highway circling city, traffic, transport and service; proposes that the key of maximizing the effect in traffic and transport hub of express highway circling city is combining and coordinating traffic, transport and service. It also proposes the primary scheme for solving these problems restricting the exertion of traffic and transport hub of express highway circling city.
