摘　　要：本文通过对中国的现有社会状况的描述,全景地勾勒出目前我国危机形态的特点,并因循社会、组织到个人的逻辑过程,揭示社会转型期我国危机事件高频发生的潜在诱因,说明危机事件的常态性以及进行危机管理体系建设的紧迫性;最后,在解析我国现有的危机管理理念和系统设置的基础上,结合发达国家的危机管理经验提出建立我国危机管理体系、实现"危机管理常规化"的政策建议。Starting with unique characteristics and backgrounds of emergencies and crisis, the authors discussed different crisis situations in transitional China and put forward that crisis management has come into being a big challenge for the Chinese governments. Then the chronology of crisis, organizational behaviors and the decision-making processes to construct a modern crisis management system are all discussed in details, seeking to shed light on the building of strategic design and institutional framework of crisis management in China. In so doing, we hope to generate insights not only into the dynamics of crisis decision-making and communication, but also solutions for possible predicaments specific to a transitional political regime in China.
