摘　　要：本文以天津滨海新区 (塘沽区 )的水环境建设为例 ,阐述了利用海水改善滨海地区生态环境的同时 ,达到防洪和排沥兼治的目的和产生的社会。Taking the water environmental construction of BinHai New Zone in Tianjing City as an example, the paper states the method for attaining the goal of flood-control and watcrlogging proof and producing social and economic benefit, while using seawater for improving the ecological environment in BinHai Area.
