摘　　要：工程施工索赔是承包商保护和实现自身正当权益的一种重要手段,文章从索赔的概念与性质出发,通过对新版FIDIC《施工合同条件》的研究,探讨了施工合同中作为承包商索赔依据的明示和隐含条款,整理了索赔应遵循的合理程序,为工程管理者提供了参考。Construction claim is an important means for contractors to protect and realize their legal rights and interests. The paper begins with connotation of claim, explores evident items and implicit items used as reference of claim for contractors in construction contract and reorganizes logical procedure of claim through studying the 99 edition of 'Conditions of Contract for Constructions' by FIDIC so as to give some reference to construction management. 
