摘　　要：党的十六大提出了全面建设小康社会的新目标。笔者认为:全面建设小康社会应是建设“宽裕型的小康社会”,恩格尔系数应≤40%。利用建立的数学模型分析确定:完成全面建设小康社会的任务,人均GDP应≥25000元人民币,城镇居民人均可支配收入≥18000元,农民人均纯收入≥8000元,城镇居民恩格尔系数≤28.4%,农民恩格尔系数≤40%。The 16th National Congress Of The Communist Party Of China has put for ward building the new objective of relatively comfortable life society completely.Anauthor thinks:Build there latively comfortable life society should to beto build″relativelycomfortablelifesocietyofwell-to-domould″completely.Anauthorthinks:Overallrelativelycomfortablelifeshouldbe″relativelycomfortablelifesocietyofwell-to-domould″.Engelcoefficientshould<=40%.Usethemathematicalmodelbuilttoanalysedefining:Accomplishtobuildtheassignmentofrelativelycomfortablelifesocietycompletely.PercapitaGDPshould>=25000yuanofRMB.Townresident'spercapitacanarrangeincome>=18000yuanofRMB.Peasant'spercapitanetincome>=8000yuanofRMB.Townresidentkindnesscheckyoucoefficient<=28.4%,Peasant'skindnessyourcoefficientsofcheck<=40%.
