精准扶贫视角下的移民生计空间再塑造研究

摘　　要：生计空间是人们生计实践的复合系统,生计实践涉及了自然地理、经济、社会、政治、文化多元要素,传统的移民扶贫更多地关注了贫困者的地理资本与经济资本的改善,没有关注农户生计空间整体的改变与再塑造,导致扶贫出现次生贫困与返迁现象。文章通过对陕南扶贫移民生计空间变化的考察,分析了移民搬迁后移民生计空间的扩展、优化和由于经济空间流失、社会空间断裂、制度空间社会排斥导致的移民生计空间被挤压的状况,认为必须精准识别贫困者生计空间的贫困,通过经济、政治、社会、文化系统的协调改革为移民创造一个可持续的生计空间,才能从根本上提高移民生计行动能力,使移民彻底摆脱贫困。Living space is a complex system of people's livelihood practice,and it involves the natural geographical,economic,social,political,and cultural factors. However,In the traditional migration-mode poverty alleviation effort,attention was paid to the improvement of the geographical capital and economic capital of the migrants,and much less attention was paid to the overall change and recreation of migrants living space,thus resulting in the secondary migration poverty and return migration. Based on our survey of the vicissitudes of migrants' living space in the poverty-relieving project in the South Shaanxi,the present paper analyzed the post-migration extension and optimization of migrants' living space as well as the shrinking of migrants' living space as a consequence of economic space loss,social space disruption,and system space repelling. We believe that the living space poverty of the poor must be targeted,and a sustainable living space should be created through economical,political,social,and cultural coordination reform so that the migrants' poverty can be shaken off through the complete improvement of migrants living action abilities.
