摘　　要：公共服务效率研究正经历由独立的时效、投入产出比、社会公平、公共价值、公民满意取向向不同层面结合的综合取向转变,但基于广义效率观的定量研究较为少见。本文以公共服务效率理论为基础,运用结构方程模型方法,对湖北省5个村庄1098份有效问卷进行实证分析,探讨农村公共服务效率的目标系统、机理和效应。研究发现:农村公共服务效率的目标系统由时效、投入产出比和效果构成,三者之间存在共变关系;效果和投入产出比之间互有直接促进作用,效果和投入产出比对时效具有直接促进作用,时效经由投入产出比对效果具有间接促进作用,时效经由效果对投入产出比具有间接促进作用。建议采取系列配套措施,整体提升农村公共服务效率,提高农民公共福利水平。The research on the efficiency of public service is experiencing the transformation from the independent orientation,including aging,input / output ratio,social equity,public value,and citizens' satisfaction orientation,to the combination of different levels' orientation. But the empirical analysis on the general efficiency theory is relatively rare. In this paper,based on the theory of public service,we made an empirical analysis on 1,098 valid investigation samples collected from 5 villages of Hubei Province by using SEM to discuss the mechanism and effect. The results showed that the efficiency of rural public service was composed of aging,input-output ratio and effect and that there were covariant relations between the three. There was a direct influence between effect and input-output ratio,and also the two had a direct influence on aging. Aging had an indirect positive influence on the effect through input-output ratio and had an indirect positive influence on input-output ratio through effect. These showed that we should take a series of necessary measures to increase the overall efficiency of rural public service and to raise the level of farmers' public welfare.
