摘　　要：完善并严格执行经营性土地使用权招标拍卖挂牌出让制度,这是党中央从当前我国土地市场建设实际、深入推进党风廉政建设和反腐败斗争要求出发,作出的一项重大决策.这项决策抓住了土地市场建设的实质和关键,为国土资源工作进一步指明方向.It is of great importance to improve and strictly operate the paid transfer mechanism of land-use rights adopted by public bidding for commercial purposes, which is beneficial to realize the openness, fairness and justice of land market, to optimize the allocating of land resources by market mechanism, to curb under-the-table dealing and corruption, to standard the administration behaviour and to improve the work style of officers. The on-going law enforcement supervision to the paid transferring of land-use rights is a joint action by Ministry of Supervision and Ministry of Land & Resources. As one part of further improving and rectifying the order of land market, the supervision work can further improve the basic role of market in allocating land use and provide a powerful guarantee for the healthy development of land-use rights market. First, the paid transferring mechanism should be established and improved in an all-round way; second, the transferring of land use rights should all be adopted by public bidding. All levels of land and resources administrative departments should strengthen the plan work, improve the land supply structure, centralize and unify the land supplying. The law enforcement supervision is an important chance for our land and resources administrative departments to accelerate the transformation of government function, to strengthen and improve Party building, and to increase the administrative level.
