摘　　要：日益突出的城乡经济二元结构的矛盾是国民经济保持持续协调发展的一大障碍。实施城镇化战略 ,大力发展小城镇 ,提高城镇化水平 ,是实现国民经济持续协调发展 ,推动农村走向富裕、文明的必然规律。小城镇建设要突出地方民族特色 ;要重视环境保护 ;要改革投融资体制 ,建立和完善多元的投入机制 ,鼓励非公有经济成为小城镇建设的重要力量 ;要认真贯彻“积极稳妥”的方针 ,有计划、有步骤。The ever sharpening conflict between urban and rural economy is a major obstacle to sustaining the coordinated development of national economy. A solution to this conflict is inevitably the construction of small size cities or urbanization. Such small cities should be developed with an eye to maintaining their local and ethnic features and protecting environment. To achieve this investment and financing schemes should be reformed to allow different investors to have their hands in the pie and to especially encourage non public sector to become the major force in the construction of small cities. The policy of 'active but steady' development of small cities should be adhered to so that the development can proceed in a well planned, multiple phased and priority oriented way.
