摘　　要：2002年中共中央国务院下发的《关于进一步加强和改进新时期体育工作的意见》,对竞技体育的发展提出要以重大国际比赛,特别是奥运会取得优异成绩为目标,合理布局,提高水平,并要求西北竞技体育发展应赋予新的历史使命。体育发展战略研究随时代的发展而不断深化,战略研究应当在不同历史阶段,持续滚动式的进行研究。In 2002, the State Council Issued The Suggestions on Further Strengthening & Promotion of Physical Education, pointing out that the development of competitive sports in Northwest China should be based on the need of major international competition, especially on the the Olympics and requiring that the development of Northwest competitive sports bear a new historical mission. The research on the strategy of physical development should go a step further as the times goes on. The research on strategy should be conducted continuously in different period.
