ON THE STRATEGY OF GROWTH-CUM-DEBT

摘　　要：负债发展战略的特征 (一)负债发展,西方的著述中称负债增长(Growth-Cum-Debt或Crescimento comendividamento)。“在经济学讨论中,‘增长’和‘发展’有时作同义词使用”。本文对负债发展战略作如下定义:一国政府有意识地以国际间举债作为筹资方式的补充手段来发展本国经济的战略。实行这种发展战略,至少应有以下两点质与量的规定。第一,借债主要用于生产性投资。巴西中央银行前行长保罗·佩雷拉·利拉在论述巴西的负债发展战略时指出:“外债政策同政府所有其他措施结合,旨在加速经济发展和支持全国的优先目标”。在当代,不对外负债的发展中国家和地区为数有限。就其对国际借贷资金的使用而言。The so-called strategy ofgrowth-cum-debt is one that the government of a country consciously resorts tointernational borrowing as a complementary means of raising money to developnational economy. The strategy is characterized by borrowing money to developeconomy. The proposition and implementation of the strategy is the outcome ofcertain historical conditions,and,in turn, when certain basic conditions no longerexist, the strategy is unlikely to remain feasible. We can find both success andfailure in those countries and regions that employ the strategy. The so-calledimpact of external environment is one of the many causes, but in compasion,internal factors, presented as both superficial and profound, are more important.The profound internal factor refers to how to handle properly the relationbetween the use of foreign debt and the economic development,In another word,only when a country adopts rational and timely adjusted macro policy of nationaleconomic development,can it put international loan capital into scientific use toobtain the intended result,break away ultimately from the dependence on foreignloan and develop on its own. Today, though there are no longer sufficientinternational conditions for growth-cum-debt, the developing countries will tosome extent continue to utilize international loan capital,Therefore,the experiencesand lessons of Brazil and South Korea still have practical significance.
