摘 要:战略环境评价(SEA)指标体系的建立是SEA从理论研究阶段进入可操作的实际应用阶段的重要步骤.建立SEA指标体系的实质就是建立SEA的具体评价内容,即评价因子.分析了SEA指标体系的特点,提出了建立SEA指标体系的基本框架、原则和方法;以我国平原型大都市开展规划层次的环境影响评价为背景,建立了城市总体规划环境影响评价的可选指标集.Indicator systems for SEA are tools for measuring and describing baseline environmental conditions, predicting and comparing impacts of policies, plans and programmes(PPPs) and their alternatives, and monitoring the environmental trends after the implementation of the PPPs. Based on the DPSIR framework and the characteristics of indicator systems for SEA, the basic principles and method for establishing the indicator systems for SEA were created. Employed the environmental impact assessment for general plan of plain metropolis of China as an example, available indicator sets which represent five aspects of the DPSIR framework were established. Based on the research work above, the principles and methods put forward are believed rational and the indicator sets for SEA at plan leverl reasonable and practicable. All these will form the foundation of the implementation of SEA in China.
