摘　　要：This paper introduces two steps to design a quantizer of H. 261 CODEC: thefirst step is to implement the coarse quantizing through control algorithm for the buffer' soccupation ratio ; the second step is to finish the accurate uantizing through the control algorithmof visual characteristics .
