摘　　要：从现行土地征用制度存在的问题和原因,论述土地征用制度改革的目标、指导思想和原则,重点探讨改革的模式和方案的选择,提出了建立基于市场经济原则的新的土地征购制度。Following a discussion on the problems in the present land requisition system and the origin of the problems, this paper explains the aims, guidelines and principles of the reform of the system, emphasizing the selection of model for the reform; finally the paper proposes the establishment of a new land requisition system based on the principle of market economy.
