摘　　要：摘要:矿产资源管理秩序治理整顿既是社会主义市场经济秩序治理整顿的重要内容,更是加快推进矿产资源管理方式和利用方式转变,加强矿业权市场建设的重要基础。经过多年特别是近两年的努力,湖南省矿产资源管理秩序有了明显的好转,但尚处在不稳定、多反复的变化之中,直接影响了全省矿业经济的健康发展。从分析湖南省矿产资源管理秩序的现状入手,在剖析制约矿产资源管理秩序根本好转的政策性、体制性、制度性问题和障碍的基础上,提出整顿和维护湖南省正常矿产资源管理秩序的对策。Rectification & consolidation in management order of mining industry is important foundation in intensification of mining rights market construction and improvement in management and utilization modes of mineral resources as well as a vital part of rectification & consolidation of socialism market-oriented economy order. With efforts made in years especial in last two years, obvious improvement of mining industry management order in Hunan Province can be seen but its uncertainty and inconstancy still is an obstacle to healthy development of mining economy in Hunan Province. According to current state of mining industry management order and policy and systematic problems existing in mining industry management order, the author puts forward countermeasures of rectification & consolidation in management order of mining industry in Hunan.
