摘　　要：小城镇建设与乡镇企业改革发展存在着密切的关系。小城镇是乡镇企业改革发展的基础和载体,乡镇企业又是小城镇的主体。然而,在小城镇建设与乡镇企业改革发展中,还存在着小城镇建设与乡镇企业改革发展的良性互动关系尚未构建成型等许多亟待解决的问题,解决这些问题对促进我国小城镇建设及乡镇企业改革发展具有十分重要的意义。There is a close link between the construction of the small towns and the reforms and development of the county enterprises. The small towns are the basis and medium for the reforms and development of the town enterprises which are the backbone of the towns. However, there still exist some problems to be solved urgently, such as incompletion of the interaction between the construction and the reforms of the small towns. The solution of these problems has a great significance for the promotion of the construction and the reforms.
