摘　　要：在海洋渔业中 ,存在着自然状态的不确定性 ,这会引起人的行为的不确定性 ,进而引起资源供给的不确定性。不确定性使渔民对其行为的预期存在风险 ,因而他们总是试图规避风险以减少不确定性带来的损失。In marine fishery, there are several sources of uncertainty. Many natural factors that are uncertain may lead to the uncertainty in a person's behavior and that of its effect. The variability in natural factors and uncertainty in person's behavior may arouse the uncertainty of the supply of the resource units. The uncertainty indicates that the expectant of a fishman's behavior will have risks and that the fishmen always try to evade the risks to reduce the loss brought by the uncertainty. The behaviors of risk averse may generate overfishing of marine fishery resources.
