摘　　要：文章以系统工程为理论方法 ,以UHPP项目地区 (成都市 )贫困及弱势人群经济、健康状况和卫生服务利用情况为研究对象 ,进行系统分析和评价 ,探讨出影响卫生服务利用的主要因素 ,提出保障和提高城市贫弱人群卫生服务利用水平 ,改善他们健康状况和整体生活水平的相应对策及建议。With the systematic project method, we systematically analyze the economic status, health status and utilities of health service of the poverty in project area of UHPP and discuss the main factors that influence the utilities of health service. Based on results above, we put forwards some measures to promote the utilities of health service and improve health status of the poverty and their whole quality of life.
