摘　　要：On Feb 28, 2003, the minister of COSTIND announced that Mr. Luan Enjie, the administrator of CNSA, was nominated as the general commander for China's moon exploration preparations program, and Mr. Sun Jiadong, a senior adviser of China Aerospace Science and Technology Corporation, as the general designer and Mr. Ouyang Ziyuan, an academician of the Chinese Academy of Sciences, as the chief scientist. Thus China officially started the definition of its lunar exploration program.
