摘　　要：从制度层面认真分析了我国风景名胜资源开发实践中存在的问题:所有权、管理权、经营权三权不分,所有权实现形式不清晰,风景名胜资源产权虚置等,并预测了我国风景名胜区资源管理体制的发展趋势.在此基础上,提出要在中央与地方两个层面构建新的风景名胜资源管理体系.Focus on analyzing the problems of the scenery resources development in China from the institutional aspect,that is,nondifferentiation among property rights,management rights and running rights,imperspicuity of property rights and some jural vaccum about property rights of scenery resources,and predict its developing trend. On the basis of the analysis and forecast,put forward the managerial system of scenery resources from the level of central and local government.
