摘　　要：为了推广清洁能源利用技术 ,不仅要对重污染企业进行罚款 ,还应该对排污少的企业进行适当的奖励或补偿。基于大气环境容量分配模型和大气污染物的社会平均边际削减成本计算 ,提出了一种电力行业中如何计算污染减排量 ,以及减排补偿的方法 。To support the development of clean technologies of energy utilization, the plants with little pollution discharge should be financially rewarded and compensated, while the seriously polluted plants should be punished. Based on the allocation model of atmosphere environmental capacity and the computing of social average marginal cost of reduced pollution, a computation method of the reduced pollution amount and the reasonable economic compensation was put forward for benefiting to improve the environment.
