摘　　要：简要介绍了国外的招投标的做法和我国在招投标工作中存在的一些问题,说明我国实行无标底招标的必要性.This paper introduces the measures in foreign tender submitting and entering as well as some problems existing in the inviting of China. Finally it sets forth the necessity of carrying out none-basic tender.
